According to http://www.pbs.org/wgbh/nova/body/safer-cigarettes-history.html,”In attempting to develop a ‘safe’ cigarette you are, by implication, in danger of being interpreted as accepting the current product is unsafe, and this is not a position that I think we should take,” Patrick Sheehy (former chief executive of British American Tobacco) wrote in 1986.  Basically Sheehy stated that by attempting to develop products that still contained nicotine and the smoking sensations that smokers crave, they would be admitting that the current products are extremely dangerous resulting in a legal problem for the industry. Where electronic cigarettes fill this gap is by offering the smoking sensations and nicotine without the chemicals in traditional tobacco cigarettes.
